If no one has ever played this game, you've been missing out a lot.
This was an old Sega Genesis beat em up game, and I know a lot of have heard me say I compare PSO a lot to this game because of the ability to pick up and play it, the arcade feel, and the swarm of enemies you face.

Due to a few problems, I'm gonna give you three choices of emulators, unfortunately in order to play together you need to have the same emulator and the same version.
For Kaillera server play, you all can use Gens32:
www.softpedia.com/get/Others/Miscellaneous/Gens32-Surreal.shtml
If you have any problems with Gens32 and you either have Windows XP or 7, you can use the original Gens:
www.gens.me/downloads.shtml
(to bypass any bs, I recommend v2.11)
Finally if you'd rather just connect directly to each other, you can try Kega Fusion:

(I recommend v3.63)
The introduction has all the story you need, it'd make more sense to play the first game but one could see Streets of Rage 2 as a remake. There's four players you can choose from: Axel, Blaze, Skate, and Max. Each of them have their good qualities and bad qualities and I'll go over them now.
To go over controls, if you're unfamiliar with the Genesis Controller:
A = Special Move (Defensive and Offensive)
B = Attack
C = Jump
Axel Stone
He's an all-around fighter, his combo is a little tricky to get off at times. He has a five hit combo though most of the time you might just get the four hitter. He has a lot of multi-hitting moves but try to make sure any jump attacks you do, land. He's got the worst jump attacks in the game but if you know how to play him well on the ground, you can get through the stages pretty good.
Moves:
- Simple Combo: Just tap the attack button and Axel will do two jabs, a straight, and depending on when you hit the last attack he'll either do a single sidekick, or a double sidekick. It's handy if you memorize just where this frame of animation is that you gotta hit that last attack as it determines if you still gotta deal with pest enemies like Donovan.
- Backhand: Hold down the attack button and hit the jump button, or vice-versa. Axel's back attack and comes off pretty quick. Careful with using it in large groups however since it hits twice, you'll slow down once the enemy's hit with your elbow.
- Double Sidekick: Hold down the attack button for a second or two and release. Axel's double sidekick's handy to give yourself some room to breathe if you keep getting hit from your combo.
- Jump Kick + Knee: Jump straight up in the air and hit the attack button. This is a pretty good defensive move for Axel against enemies that hit you out of the air and if you want to style it up, can cause more damage than the sidekick if you use it as the last attack of your combo. This jump attack actually hits twice, there's a third hit but you won't get all three hits in since the second hit is already a knockdown hit.
- Jumping Kick: Jump forward or backward and hit the attack button. Probably the worst offensive jump attack in the game. As defense though, it's ok. You can clear a group of enemies away from you with it, but as far as damage, use the simple Jump Kick.
- Knee Press: Jump in any direction and hold Down and attack. A very good jump attack to help set up combos. Each character has a handy version of this move and Axel's is probably the easiest to get used to. As you progress through the game, use the Knee Press on enemies you gotta get as many hits on. The knee press can stun enemies long enough for you to get closer and let loose a combo of your choice, but be careful around enemies that can anti-air.
- Knee Attacks, Double Knee, Headbutt, and Suplex Throw: Walk into an enemy to grab them. For the Knee Attacks and Double Knee, continue to hold the forward direction and hit the attack button. For the Headbutt, just hit the attack button after grabbing. For the Suplex Throw, hit Away + Attack. The Knee Attacks are good, you do two of them and you can opt to either do the double knee or the headbutt. The double knee's good if there's other enemies near your front while you're grabbing the enemy, while the headbutt does more damage to a single enemy. The suplex throw is quite handy if there's enemies behind you since a throw enemy (or ally) can hit nearby enemies and give you some room.
- Slam: After grabbing an enemy, vault over them by hitting the jump button, then hit the attack button. Axel's slam move, it does pretty good damage, it's stronger than the Suplex Throw. Use it as a final attack in any combos you're doing.
- Dragon Wing: Hit the A button while stationary. This is Axel's defensive special move and while it's nice to look at, it's too fast to use to avoid attacks so use it when there's too many enemies on you. Axel's invincible during the Dragon Wing but once it hits someone or something, it'll drain a bit of your health so only use it when you have to.
- Dragon Smash: Hit the A button while moving. This is Axel's offensive special move and it can be quite handy against groups in front of him. The tricky part about Dragon Smash is that you have to make sure nobody gets behind Axel when he's doing it since it'll only hit enemies directly in front of him. Offensive specials drain health whether if you hit enemies or not so use it when you know it's gonna hit.
- Grand Upper: Hit Forward twice, then attack. Axel's Blitz attack. It's notorious for being so rigged in this game because it's very powerful, probably stronger than Dragon Smash. It's only drawback, like Dragon Smash is that you need to make sure no one's behind Axel when he does it and also there's a bit of recovery time after he does it and you can get hit or knocked down by an enemy who wasn't hit. Can also anti-air if timed correctly.
Recommended Combos:
- Jab, Jab, Straight, Jump Kick+Knee
- Jab, Jab, Grand Upper
- Jump towards enemy, Knee Press, Jab, Jab, Dragon Smash
- Jump towards your enemy, Knee Press, Jab, Jab, Straight, Grab, Knee Attacks, Vault, Slam
- Jump towards your enemy, Knee Press, Jab, Jab, Straight, Grab, Knee Attacks, Suplex Throw
Blaze Fielding
Blaze is another all around fighter. She has balanced stats, weaker than Axel but faster and has better jumps. She doesn't have as many multi-hitting attacks however and her special attacks are tricky to land right, but when used right she can cause a great deal of damage to single enemies, moderate against groups.
Moves:
- Simple Combo: Attack repeatedly. Blaze will do two straight punches, a back elbow, and a high kick. The straight punches have a little more range than Axel's jabs, however the elbow can do about three hits up close so you'd have to get yourself in closer to do as much damage as you can. The high kick can either hit once or twice.
- Back Sweep: Hold down the Attack button and hit Jump, or vice-versa. Blaze will do a back sweep which can duck some high attacks and knock away enemies behind her. It can also knock down enemies in front but they have to be really close.
- High Kick: Hold down the attack button for a second or two and release. If an enemy's close, she'll hit them twice, if they're slightly away and it connects, she'll hit them once. The attack itself can be used as an anti-air.
- Neck Snapkick: Jump straight up and attack. Blaze's very handy kick. It does good damage, has better range than Axel's Kick+Knee and you'll find many uses for it.
- Jumping Kick: Jump forward or backward and attack. Blaze's incredibly long-ranged flying kick. Don't use it as an offensive maneuver though, keep it as a defensive move to give yourself some room to breathe if a group of enemies are getting close.
- Downward Chop: Jump anywhere and hold Down and attack. Because Blaze can jump higher than Axel, you'll connect with this a lot more. As all moves like this, you need to use it to stun fast enemies long enough to do some major damage.
- Knee Attacks, Chop, Trip Slam, and Sacrifice Throw: The Knee attacks are the same as Axel's, she'll do two of them and if you're still holding forward and hit attack, she'll do a chop to knock the enemy away. Hit the attack button normally and she'll trip slam her enemy. Do note that Blaze will land on her feet AFTER her enemy has started to recover so plan something after in case there are other enemies nearby. Her Sacrifice Throw is the same as Axel's Suplex Throw, use it to toss an enemy into their friends.
- Suplex: Grab an enemy, vault with the jump button and hit attack. Blaze's second slam move and it hurts quite a bit. That's about it, use it offensively.
- Flip Kick: Blaze's defensive special. It lasts longer than Axel's Dragon Wing and it makes Blaze take a few steps back while she does it. Because it lasts long and like all the defensive specials, she's invincible when doing it you can use it to avoid projectiles as well.
- Kikousho: Blaze's offensive special. She'll do a close-range fireball and the damage depends when the enemy was hit, so the closer the enemy is to the fireball the more damage it'll do.
- Vertical Slash: Blaze's Blitz move. She'll hop in the air and do a double chop with energy sort of like in her Kikousho. It would be as handy as the Grand Upper but the problem is that Blaze jumps in the air so you have to be a few steps back if you want to hit that enemy in front of you.
Recommended Combos:
- Straight, Straight, Elbow, Kikousho
- Jump towards enemy, Downward Chop, Straight, Straight, Elbow (for the three hits) Kikousho
- Jump towards enemy, Downward Chop, Straight, Straight, Elbow (for the three hits) Grab, Knee Attacks, Trip Slam
- Jump towards enemy, Downward Chop, Straight, Straight, Elbow (for the three hits) Grab, Knee Attacks, Sacrifice Throw
- Jump towards enemy, Downward Chop, Straight, Straight, Elbow (for the three hits) Grab, Knee Attacks, Vault, Suplex
Eddie "Skate" Hunter
Skate, the speedy guy of the game. The best jump attacks, probably the best ability to land the most hits, and he's the only character who can run. Speed comes at a price though in that his attack power kinda sucks. The main thing, and probably the obvious thing to know is for Skate, Kicks > Punches in raw power.
Moves:
- Simple Combo: Attack repeatedly. Skate will do two straight punches, a crouching kick, and a backflip kick. The backflip kick can also hit enemies behind him so it's handy against enemies just coming in from behind.
- Flip Kick: You must know the drill already by now lol. This is Skate's back attack, and it's quite good since like Blaze's defensive special, it makes him take a few steps back. While it's not as damaging at first, you'll find some neat uses for it.
- Backflip Kick: Same usage here, use it offensively and if there's some enemies coming in from behind you.
- Double Thrust Kick: Skate's very good jumping attack, it can take out a Galsia on Normal in one hit. Comes out quick as well.
- Jumping Kick: Like the others this is a good enemy clear type move, but you can use this offensively as well.
- Skate Press: This move sounds like it hurts like hell, but it's tricky to land on enemies but it does hurt quite a bit. Like the others, use this to set up some painful combos, and for Skate he's got one that hurts quite a bit.
- Headbutts, Elbow, Double Skate Smash Kick: Skate's grab moves. Whether you hold forward or not doesn't matter, Skate will still do the headbutts before the elbow. Avoid using the elbow if you can, instead do the Double Skate Smash Kick by hitting Back+Attack.
- Overhead Toss and Migraine: The overhead toss can be done when you vault, while you're vaulting hit the attack button and Skate will toss his enemy so it functions as a throw move. Migraine is fun to watch and does some good damage. Skate will climb on his enemy and start pounding at their head.
- Spinning Kick: Skate's defensive special. He'll do breakdance while doing a propeller kick that'll hit anyone nearby. Can be used to avoid hits like the others.
- Corkscrew Kick: Skate's offensive special and it does land quite a few hits. Unfortunately he has to hop in the air first to do it so you gotta predict when an enemy will be in range for you to use it, only the last hit is a knockdown however so you also have to make sure the last hit connects or the enemy will just punch you when you're done.
- Running Headbutt: After hitting forward twice, Skate will run, if you press the attack button while he's running, he'll do a running headbutt that can hit multiple enemies. The initial headbutt will do more damage than the roll Skate does after it.
Recommended Combos:
- Straight, Straight, Crouch Kick, Running Headbutt
- Jump towards enemy, Skate Press, Grab, Headbutts, Double Skate Smash Kick
- Jump towards enemy, Skate Press, Straight, Straight, Crouch Kick, Grab, Headbutts, Vault+Overhead Toss
- Jump towards enemy, Skate Press, Straight, Straight, Crouch Kick, Grab, Headbutts, Vault, Migraine
Max Thunder
The power guy. Max is all about power, and being a wrestler, his slam moves are the hardest hitting. He does the most damage by far, but his one glaring weakness is he's as slow as a slug. To be good as Max you need to be able to use some of his moves to bypass his slow speed.
Moves:
- Simple Combo: Max will do two Chops, a Hook punch, and a Double Axe Handle Smash. The Hook Punch can do I think 3-4 hits when extremely close so it's good to get Max in as close as possible.
- Mule Kick: Max's back attack and it makes him look like he's dancing. He can hit someone in front of him as well but like Blaze's sweep kick, they need to be very close.
- Double Axe Handle: Max will do the last attack of his combo and it can knock away enemies but nothing real special about it.
- Jumping Double Axe: Lot of power, but nothing special about it.
- Dropkick: A nice jumping attack and it'll do good damage, but only use it defensively, you've got a lot more damaging moves as this beast so...
- Diving Elbow: Use THIS to set those combos up. The nice thing about the elbow is that among all the characters, it works especially well for Max to land those 3-4 hits of that Hook of his and any subsequent moves in Max combos.
- Knee Attacks, Headbutt, Bear Punch, Suplex, and Jumping Slam: The knee attacks are really quick, the headbutt can hit twice as well. But the best grab move Max has is that Bear Punch. It works especially well for bosses and you gotta either make sure you're alone or the enemies are close to your friend once you hit the attack button since the grabbed enemy can't escape and you can't stop Max either but it'll take away a big chunk of health from enemies. The Suplex is a slam rather than a throw so remember that. Max is also special in that he can't vault, instead he jumps while grabbing his enemy and you move him as if you were jumping normally, and if you hit the attack button while Max is holding an enemy from the front, he'll slam them right back into the ground, really painful.
- German Suplex and Atomic Drop: The German Suplex is also a slam move, and the Atomic Drop is Max's most powerful single strike move, it's done the same way as the Jumping Slam, but you have to be holding your enemy from behind. The Atomic Drop though counts as a strike so if an enemy is near you when you do it, they get full damage versus throws and slams where they'd get reduced damage. Forgot to mention that Atomic Drop sounds so painful.
- Thunder Hammer: Max's defensive special. He'll do a spinning double axe handle which is extremely good for avoiding projectiles and has some good range to get rid of surrounding enemies.
- Thunder Tackle: Max's offensive special. If you see a large group of enemies walking towards you, hit them up close with the Thunder Tackle. It moves Max forward really fast and will hit anything in his way. This can be used to move Max faster but take note since it's an offensive special, it drains health with every use.
- Slide: Forward, Forward + Attack. This is another way and probably the better way to get Max somewhere fast. Max can slide endlessly and the slide itself is an attack so it's really handy to get in for those combos as well if you hit an enemy when the slide finishes, otherwise you'll knock them down.
Recommended Combos:
- Diving Elbow, Chop, Chop, Hook, Grab, Knee Attacks, Bear Punch
- Diving Elbow, Chop, Chop, Hook, Grab, Knee Attacks, Suplex
- Time the Diving Elbow so you'll land a little off center towards the back of your enemy, Chop, Chop, Hook, Grab from behind, Atomic Drop
Tips:
How to land on your feet: Some enemies can throw you as well, and the game has a way for you to recover from it and land on your feet. To do this, hold Up + Jump while you're in the air until you land on your feet. Be careful if there's enemies nearby since you hitting them will delay your landing and might throw you off on when to let go.
Weapon speeds: The four characters have different speeds and ranges when they're holding a weapon. Axel's probably the most proficient with the weapons with Skate being the worst with pipe and swords. Blaze can hit multiple times if she has the knife (not the kunai) while Max can hit enemies from the front and back with the pipe or katana, the attack landing faster if he's facing away from them, and having more range if he's facing towards them.
Know your character: This guide can help you with doing moves and stuff but you gotta find which of the four characters you like using or are more proficient in using. I use Axel myself.
Know the enemies: Your first time playing, you'll be new to the enemy AI, but in higher difficulties, their AI changes depending on if you're facing towards or away from them so use that to your advantage.
Don't button mash: If you care to get through the game and being able to style stuff up, don't button mash, it won't work lol.
